The Rural Travel fund was developed in response to concerns raised by Councils throughout the country about the lack of participation in sport by young people living in rural communities. The fund was introduced as an interim measure until a rural participation strategy was fully developed and implemented. This has still not occurred but Sport New Zealand has advised it will come under review in 2015.

Kiwisport was launched in 2009 by Prime Minister John Key and funding is given to Sport Northland to achieve three objectives. One of the barriers that have been identified in Northland is the cost of travel. Sport Northland agreed to give part of its funding to the Far North District Council to add to its Rural Travel Fund to overcome the travel barrier and help achieve their three objectives.
