Eligibility

To be eligible for a grant, your Organisation must be a non-profit body and registered as an Incorporated Society, or be Affiliated to a body that is Incorporated and preferable registered with the Charities Commission.

Four Winds preference is to distribute funds in and around the area where our venues are located. If you are outside these area's, you should look at the http://www.dia.govt.nz website for a list of other gaming trusts within your area whom may be able to help you.

All grants need to be for goods and services that originate in New Zealand.

History

Four Winds is a Charitable Foundation that distributes funds to the community from the proceeds of gaming machines.

Objectives

The Four Winds Foundation supports a cross section of non profit community groups, charities, welfare agencies, educational organisations and amateur sporting organisations.

Projects funded

• any non-commercial purpose that is beneficial to the whole or a section of the community.
• promoting, controlling and conducting race meetings under the Racing Act 2003, including the payment of stakes
• any purpose that is charitable in New Zealand
• any other purpose added to the Gambling Act 2003 or its replacement legislation as an authorised purpose for Class 4 net proceeds
• the provision of facilities for community recreation purposes, in the interest of social welfare
• the promotion and support of amateur sport and recreational facilities, pursuits and activities where health (physical and mental) and/or education and/or other community benefits are promoted through such activities on a not-for-profit amateur basis.

Excluded projects

Non-Authorised Purposes in Relation to Grant Funding
The following are some examples which are not acceptable as Authorised Purposes.

Purposes which will result in a clear personal or commercial gain for any individual or organisation, for example:
• grants for individual sports persons, unless the grant is made to, and administered by an incorporated sporting body to which the individual is affiliated. If the individual is participating in a sports event that attracts prizes, all prizes must be forfeited to that sporting body.
• grants to further the activities of professional sports persons.
• purchase or subsidy of vehicles to be used for private or commercial activities or social functions.
• vehicle for motorsport.
• prizes for sporting events (except trophies, or modest non-cash prizes for use in genuine community sporting events. The definition of 'modest' will in each case by determined by the size of the event concerned).
• the promotion of tourism, except where what is being promoted is a public amenity such as a park or museum.
• 'Trade Tournaments' or sporting events staged primarily for publicity and/or the benefit of as select/invited industry group.
 
The Racing Industry:
• payments other than stake money to horse or greyhound owners or trainers.
• payments to professional jockeys.
• activities or expenses in connection with the breeding of racehorses or grey hounds.
• any payment, facility or service that would give commercial benefit to owners, trainers, jockeys, breeders or other people in the racing industry
 
Groups, events or trips which are predominately social in nature and facilities to provide for such groups/events (unless the beneficiaries are a needy group such as underprivileged children or the elderly. This list of exclusions may include:
• family reunions.
• social clubs and sports supporters' clubs.
• sporting trips for supporters or spectators.

Excluded activities

• purchase of subsidy or alcohol, food, entertainment or refreshments (costs of staging 'after match' functions for sporting clubs. Grants to non-affiliated 'social sports or social clubs
• cash prizes or large non-cash prizes
• commercial gain for an individual or organisation
• professional sports persons
• any individual sports person UNLESS the grant is made to and administered by an incorporated sporting body to which the individual is affiliated
• family or group reunions
• events or trips which are predominantly social in nature
• vehicles. Mileage and fuel for personal vehicles is not covered. Funding for the purchase or subsidy of vehicles used for private or commercial activities, social functions or motor sport are also not covered.
• any activities or transactions that have already occurred are known as retrospective and cannot be funded.
• funding for third party donor organisations.
• overseas travel. We do not fund departure taxes, Insurance, overseas accommodation or domestic travel within an overseas country.

How to apply

Closing dates for the submission of grant applications:
Applications must be received at Four Winds office by 4.30pm on the last working day of each month.
Applications received by this date will be considered by the end of the following month.

All applications must be posted - emailed or online applications will not be accepted.
Please note that only 4 grant applications per applicant will be considered in any 12-month period regardless of grant outcome.
Only 1 application per applicant per month will be considered.
You may also type directly into the 'Application Form' on-screen, when complete please print as an original signature is required on the bottom of 'Page 2'.
All 'Application Forms' must include original signatures - online signatures or applications with no signatures will make your application invalid.

How notified

Results will be posted to you by the 5th of the month following Grant Application Consideration.

Approved:
You will be notified in writing at Four Winds Foundation Ltd discretion. Monies will be paid into your organisation's bank account y automatic payment.
Declined:
You will be notified in writing within 2 weeks after your grant has been considered giving reasons why your grant has been declined. Your grant application form with all information provided will be returned to you.
Held over:
On occasions, grants may be held over for various reasons and you will be notified accordingly. Your grant application will be held by Four Winds Foundation Ltd for consideration at the next Directors Meeting.
Meetings are held once a month.
 

How paid

The funding will be automatically lodged to your organisation's bank account and you will be requested to provide receipts for all goods and services that have been purchased.

Conditions of acceptance

Accountability & Audit | What Are Your Responsibilities

Following consideration by the Grants Committee of your application, you will be informed of your success or otherwise. The funding will be automatically lodged to your organisation's bank account and you will be requested to provide receipts for all goods and services that have been purchased.

You will be informed by letter:
• that the funding has been granted, the amount approved and the purpose on which the funding is to be spent;
• the date on which the funding has been lodged;
• advice as to the timeframe for spending the money this will normally be within three months.
 
It is required that receipts for all goods and services purchased are sent to the following address promptly after purchase of the goods for which the grant has been received.
