Eligibility

The New Zealand Racing Board’s ‘Sports’ Authorised Purposes statement provides that the New Zealand Racing Board may distribute net proceeds to the following authorised purpose:

To encourage active participation in New Zealand amateur sports (being sports listed on the Sport New Zealand website) by assisting the following categories of bona fide New Zealand clubs and organisations that meet the New Zealand Racing Board’s eligibility requirements:
• individual amateur sports clubs or similar organisations at a local or regional level whose members participate in amateur sport;
• regional or national amateur sports organisations to which individual amateur local sports clubs or similar organisations are affiliated or otherwise formally aligned;
• local, regional or national organisations which facilitate the active participation in New Zealand amateur sports through the provision of, for example, sports facilities, sports tuition or match or competition refereeing or umpiring
• other regional or national organisations which facilitate the active participation in New Zealand amateur sports by providing general co-ordination and oversight of, or other assistance to, one or more sports and/or all clubs or organisations participating in one or more sports.

History

The New Zealand Racing Board distribute funding to the community from the proceeds of gaming machines operated in Racing Board venues.

Objectives

The NZ Racing Board's authorised purposes statement provides that the NZ Racing Board may distribute net proceeds to the following authorised purpose:
To encourage active participation in amateur sports, and to assist bona fide amateur sports teams and clubs competing in recognised leagues and tournaments including (but not limited to) sports equipment, playing uniforms, ground hire, and actual and reasonable travel expenses for groups participating in tournaments with kindred groups.

Excluded projects

The following are examples of purposes that are deemed unauthorised for grant consideration:
• dress uniforms, footwear, training uniforms and personal gear bags;
• facilities that are run for commercial profit, such as 10-pin bowling centres, billiard parlours, clubs with closed memberships etc.;
• any individual, any professional sports team(s) or any professional sports person(s);
• grounds and facilities, where the grounds or facilities are used primarily for professional sport;
• any food or catering expenses and bar related expenses (club rooms);
• the purchase of alcohol, payment of bar staff or maintenance and provision of bar facilities;
• the payment of money (including prizes) to any individual for personal gain - such as cash prizes or large non-cash prizes;
• trade tournaments or sporting events staged primarily for the commercial publicity and/or the benefit of a select industry group;
• privately owned organisations or ventures for personal gain;
• petrol or petrol vouchers;
• grants to non-affiliated or social sports clubs or teams, including those playing in corporate leagues;
• trips for supporters and/or spectators;
• laundry costs, commercial gym fees or major medical costs

Activities funded

The Net Proceeds Committee may decide to distribute net proceeds to any purpose that falls within its Sports Authorised Purpose, including (but not limited to):
• playing uniforms;
• grounds and facilities maintenance (provided the grounds are not used primarily for professional sport);
• equipment;
• travel and accommodation within New Zealand if it is for a genuine amateur sporting tournament and the costs are actual and reasonable;
• trophies or modest non-cash prizes.

Excluded activities

The New Zealand Racing Board will NOT fund the following:
• any retrospective expenditure/costs.
• a professional sports person or sports team.
• an individual sports person – (unless, the grant is made to, and administered by a bona fide amateur sports organisation to which the individual is affiliated. If the individual is participating in an event, that attracts prizes, all prizes must be forfeited to that sports organisation).
• any National Sporting Organisation with a ‘Contractual Betting Agreement’ in place (or otherwise planned) with the New Zealand Racing Board.
• any salaries and wages
• any cash prizes or large non-cash prizes (trophies etc.).
• any sports trips for supporters and/or spectators.
• any dress uniforms (formal), footwear, training uniforms or personal gear bags. July 2015
• any food or alcohol (including catering expenses).
• any expenses relating to “after match” or “reunion” functions.
• any bar/clubrooms related expenses (furniture, equipment or refurbishments).
• laundry costs, commercial gym fees or major medical costs.
• petrol or another fuel charges (including vouchers).
• a privately owned organisations or ventures for personal gain.
• grants to non-affiliated or social sports clubs/teams, including those playing in corporate leagues.
• any trade tournaments or sporting events staged primarily for commercial publicity and/or the benefit of a select industry group.
• grants to any sports facility run for a commercial profit, such as 10 Pin Bowling Centres, Billiard Parlours, 'Country Clubs' for golf, or any other clubs with closed memberships.

Decision makers

The NZ Racing Board has established a Net Proceeds Committee.
The Committee is comprised of those members of the Board of the NZ Racing Board that are not Code appointees (that is, the chairperson and the persons appointed by the Minister on the advice of the nomination advisory panel, under section 11 of the Racing Act 2003).

How paid

Payments are usually made within ten business days of a grant being approved. The NZ Racing Board will pay grants only by way of direct credit to the applicant's bank account.

Conditions of acceptance

Make sure that you return the required accountability documentation within the required timeframe. (That's generally 3 months).
What to provide? Invoices supported with bank statements and Receipts
• most Trusts have their own receipts (that you received with the funds) that they want to be returned
• if there are more items, provide a clear cost breakdown summary GST exclusive, if you are GST registered
• if you haven't spent all the funds provided, you need to return the rest of the amount.
