The four phases of the Futures work
Phase 1 – FRAMING/OUTCOMES: This phase is about agreeing the outcomes sought and conducting environmental scans.
Phase 2 – SCAN/ANALYSIS: This phase will be focused on developing a shared understanding of the environmental scans, mapping the current system, and drawing out how people are thinking about the future, including the assumptions they hold.
Phase 3 – ANALYSIS/FORECAST: In this phase, the focus is on exploring future options for organisational forms and generating a range of possible future models for the ecosystem that will enable tangata whenua and all New Zealanders to engage with play, active recreation and sport on a personal, community and national level.
Phase 4 – PLAN/ACT: This phase will consider the options detailed in phase 3 and provide a range of innovative reforms, actions and solutions that could help the sector moved from the current state to the preferred future state. It will also agree what needs to be continually monitored and discussed to enable the sector to keep adapting.
