Sport NZ and Oranga Tamariki launch joint action plan

21 October 2026

A new Joint Action Plan sets out how Sport NZ and Oranga Tamariki will work together to help more tamariki and rangatahi involved with the Oranga Tamariki system access and enjoy play, active recreation and sport.

Sport NZ and Oranga Tamariki have launched a shared programme of work to reduce barriers to participation and improve access to quality physical activity opportunities.

The Joint Sport NZ–Oranga Tamariki Action Plan builds on the findings of Sport NZ’s 2025 Unlocking Opportunities report, which explored the role of play, active recreation and sport in the lives of care-experienced tamariki and rangatahi.

Being active can support physical, mental and social wellbeing. It can also help tamariki and rangatahi build confidence, strengthen relationships and feel they belong. However, barriers such as cost, transport and limited local opportunities can make it harder for those involved with Oranga Tamariki to access these benefits.

Turning evidence into action

The action plan turns research and evidence into a programme of action.

It focuses on 4 areas:

  1. Strengthening collaboration across agencies and regions

  2. Building workforce capability and shared practice

  3. Identifying and addressing barriers to participation

  4. Using sport and physical activity to support prevention and positive pathways for young people.

Several actions are already under way, with further work planned through to June 2028.
